May's Brexit plan still uncertain ahead of EU leaders' summit

UK parliament speaker said Britain's government cannot submit its Brexit deal for another vote if it is "the same"

THERESA May's third vote on her Withdrawal Agreement (WA) is going to the wire ahead of the European Union (EU) leaders' summit on Thursday.

But the House of Commons speaker said on Monday that Britain's government cannot submit its Brexit deal for another vote in parliament if it is "the same" or "substantially the same" to the one already rejected by MPs.

"What the government cannot legitimately do is to re-submit to the House the same proposition or substantially the same proposition," John Bercow told parliament.

Over the weekend, Downing Street was growing in confidence that increasing numbers of hard line Brexit MPs would vote for her compromise WA deal on Tuesday ahead of the EU summit.
