Could scenario planning have saved Robinsons?

The current pandemic is a classic example of a wicked problem that has no immediate solution, is unique, and one which conventional processes fail to tackle.

Staff packing items while shoppers queue to pay for their purchases at the Robinsons outlet at Raffles City Shopping Centre. Robinsons' experience over the last decade of opening and then closing expensive outlets at Marina Bay Sands and at Jurong East Mall indicated a failure of strategy.
